Red Bull, Rule should be clarified?

Red Bull were, so Gary Anderson in the pit lane yesterday (Friday), informed veiwers, using heaters to raise the temperatures of their brakes.
We were also informed that "in theory" you are not allowed toheat any object other than tyres, but you can "keep it at temperature."

That seems a bit of a, shall we say, "contradiction" to me.

Red Bull argues that they are not heating the brakes, they are maintaining temperature.

I would say that applying a heater to an item in the express desire to raise the temperature above the ambient temperature must by classed as heating the item.

Therefore, in strict accordance to the rules, if Gary Anderson has infomed us correctly, it would seem to the casual observer that Red Bull are openly ............. (insert word or phrase of choice).

Gary Anderson gave it as an example of how Red Bull, "push the limits", if I remember correctly, however I believe Mercedes should seek clarity/investigation/inquiry/penalty.....(execution)

Perhaps Red Bulls good friends with the rather bright red cars might like to join Mercedes in seeking this, "clarification".
