Floor coverings are horses for courses.

Walls, emulsion for me - can diy and if something gets damaged just patch & re-paint.

Emulsion is just way more convenient - no damage worry, easy to change if you get bored of it, easy to put on.

Wall paper is a faaaacking faff and takes much longer, the your kid rips a bit, another bit doesn’t quite match up, etc

Obviously a bit of personal preference comes into this, but hard flooring and emulsion all day long for me.

Only caveat might be if you already have wallpaper, that can be a right faff getting it all removed properly before painting. In our current house the previous owners had papered most of it … absolutely hideous, like Lawrence Llewelyn Bowen on acid, so had to go (even though it was all pretty new). 13 years on though, and after multiple professional re-paints, we’re still getting issues with old wallpaper paste bubbling up through the paint. Another reason I’d never choose wallpaper!

Painting walls is ok provided the underlying plaster is ok. If it isn't, what would you prefer - cover it with wallpaper or pay to have it reskimmed?

Wallpaper a feature wall and paint the others.

Flooring wise depends on the room

Skimming aint costly and can recreate a uniform, smooth wall in a sheeted wall. Older plaster can be grim. Painting over paper looks shat and comes with problems as you just found out!
