Wenger actually doesn't like the loan system to improve players. Do you honestly think that Fat "long ball" Sam is going to improve Jenko. Look at at our loanees of recent vintage. Apart from Jack "20 a day" Wilshere and Cashley (who was yanked back early because Dein saw the potential before Wenger), who has really improved on loan?
