For these sandbox type of games I'm still more of a Saints Row fan. But if you want the best game play and the worst voice acting imaginable then Just Cause 2 is the way to go.

Just Cause 2 is great

Using the grappling hook to strap some poor soldier to the back of a plane never gets dull.

Just cause 2 is hilarious.

The graphics really are awful though

Shows how good we've got it now... those were the best back in the day.

It isn't as far as I know, however 5 is meant to be awesome(though the same was said about 4) so it might be worth the wait and see what happens.

Just Cause 2 has very good graphics for the sheer size of the game. Very proficient. Still the dialog makes it worthwhile.

"I like what you're saying, lady, and I like the way you say it." - in some unrecognizable accent.

Or some of the characters that switch in between a horrible attempt and an accent only to say a few words mid sentence in a perfect American accent.
