Rangers will not get off scot free infact rangers will have paid the ultimate price, a new club will be voted in and why should they be punished. They will have done nothing other than accept an invitation to join the SPL in place of Rangers.
At present only UEFA have rules in place in regards to new clubs joining FA's within its jurisdiction and the new club will only need to be part of the SFA for 3 years to be able to comply to that ruling. So at the very latest in 2016 the new club will be able to apply for a European license.
The only issue that I can see arising is the other divisions taking legal action against the SPL.
