BBC reporting that Sao Paolo chairman has claimed that they have turned a 40M euro offer from Chelsea for Lucas Moura, having already turned down a 20M euro bid from Inter.
The 19 year old who has 11 Brazil caps is targeted by Madrid also, and the chairman stated 'We did not accept the offer but of course Chelsea is the closest to signing Lucas' before going on to say 'but Sao Paolo will only sell for an enormous offer.'

32 MILLION for essentially an untested kid? It is common knowledge in Brazil that his parachuting to the national team was unwise.
He seems a talented player but that figure is absurd and he is not close to Hazard atm.
