Nothing to do with Mark Dingwall and the rest of the XXXXXXXXXL crew being unable to walk 200 yards without the aid of a defibrillator.

Apparently the polis were worried about the thought of 2,000 mutants wandering about unsupervised, singing their traditional folk songs and throwing bottles.
