Hart is quality in penalty shoot-outs; both saving them and taking them.
Would also have Ashley Cole and Milner who have always taken decent ones when I've watched them.

Coles penalty in the CL final was one of the best I've seen, under those circumstances.

Subs play a part don't forget.
Gerrard, Rooney, Young and Cashley would be my favoured 4, and whatever striker is still on. Never been a fan of keepers taking pens.

Fletcher. Why ever not? It's not as if he's got to get back into position.... Hen it comes to a shootout, the positions they play in is irrelevant.

If you have a competent keeper then it could be better than some others, as it's a bit of a psychological issue too.
If a keeper scores against you? Might affect you in other ways.

Based on recent history, its no more risky than any other England player taking a penalty in the latter stages of a major tournament.

I guess you're right - I was thinking it would put double pressure on the keeper to psyche himself up to take and stop penalties. If he were to take an early penalty and miss would that mess with his confidence in having to then save one??!!

True, but I've always felt outfield players are better at penalties due to predominantly being better at shooting and dealing with the pressure of taking a penalty.
So often I see a keeper take a penalty and just sky it.

Baines is a decent shout, always seems to take penalties for Everton in the league if (when, ha!) Saha was out.
