It's in Levy's hands now and so far he has been very clear about his intentions.

Chelsea may now try one more bid at around the 35m mark, but if Spurs say no to that, then that will be the end of it, at least until January.

It makes a difference in the sense that his desire for the move is now on official record, doesn't make a huge deal of difference to a proposed transfer. His only play left would be to buy his own contract out which could get messy - remember this is Levy we're talking about.

You sort of get the impression this has gone beyond a player wanting to join another club, i think Modric would happily return to Dinamo if it meant getting away from Levy at this point.
