I don't think you can count 2005/06 to 06/07. We lost the title in 2004, not 2006 after all.
Every time we have finished second, we have won the title the year after, though.

We didn't win the title in 2006, but the title was not ours at the time.
2003 - United
2004 - Arsenal
2005 - Chelsea
2006 - Chelsea

Depends how you define "losing" the title. I'd say that it meant relinquishing the trophy to another team, in which case you would need to have the title to lose it.
I wouldn't say that Newcastle, Arsenal, Wolves, Aston Villa et al. "lost" the title last year.
So I would say we lost the title in '95, '98, '02, '04, '10 and '12.
So we've lost it 6 times and won it back immediately 4 times, in '96, '99, '02 and '11.
