Is it the best in the world, so only Messi.
Is it any international.
Is it any international for a top country.
Is it any player who's good enough to perform well on an international stage but might not get in the team because of exceptional players in front of them.

It's ability. And what the players are capable of. I think the comparison to Messi and Ronaldo is idiotic.
