To be fair, it comes off his elbow, and he is bringing his arms up as a swansea players boot is flying towards his face. Everton have absolutely battered Swansea which is strange on there turf.

Seeing it again I think it was a difficult call for the officials because Fellaini used his hair very well to cover the use of his arm or elbow but it was deliberate.
