When can we buy players?

I'm always unsure how the transfer window operates.
I know free agents can move at anytime.
What about loans for the coming season.
When can you sign a contracted player from another club?

Help.

I think the window officially opens on July 1st but I'll be surprised if Sven doesn't have deals already in place.
