Manny pacquiao has recently just extended his contract with his current promotion top rank and bob arum,until the end of 2014.Now,we know bob arum is good at what he does,he's had success and made a huge amount of money promoting fighters,but he has robbed us of the best match up of the decade in Mayweather vs pacquiao.He has never wanted the fight nor will he ever agree to it,as long as pacman is under his promotion and as long as he can milk all the cash dry from his cow.
We have seen young lions rising at top rank recently with the likes of Bradley and Rios. But bob arum knows how to play,he knows what fights to duck and what fights to make.After Bradley beat pacman,where has he gone?The fact that he beat P4P #2 fighter in the world, would and should make him a huge attraction,even if it was a controversial decision.
Rios coming off a win over alvarado has been strongly linked with fighting pacman next,as long as pacman wins his fight with marquez. So where does this put the Mayweather vs pacman fight?It takes next summer totally out of the equation.Mayweather himself has his hands full with the likes of Canelo and Martinez being possible opponents.
i've heard numerous opinions on who is ducking who,fact is Mayweather works for himself,and pacman works for arum. Pacman answers to arum,unlike Mayweather, he doesn't have full control over the terms and details of his fights,and more importantly,he has to split the winnings with arum.In my honest opinion,arum has killed the fight,he has been the road block that has stopped the fight moving forward.The amount of excuses we have heard are disgraceful,and the bad blood between arum and Mayweather is something arum cannot get over.
IF this fight happens,it will be the biggest showdown in years,putting the best 2 fighters of there generation in the ring,if it doesn't,im sure bob arum will not lose much sleep over it.

Mayweather does not set the rules for testing, he could have petitioned the commission to carry out the blood tests but refused to do so.
Pacquiao had said from day one that he was willing to take any test the commission saw fit to administer.
He also agreed to the random blood tests, which Mayweather stipulated in the 11th hour of negotiations once everything else was agreed.
But was weary of having his blood taken when he was peaking in training because of the disruption it will cause, because he feels weak after having his blood taken, as shown in Pacquiao vs Hatton 24/7 and Pacquiao saying it after the first Morales fight.
Floyd found out about this and demanded the tests knowing it was a way out for him.
But Pacquiao agreed, but they did not agree on the cut off in December of 2009.
Mayweather said 14 days, Pacquiao said 21, 18 days compromise was put forward that Pacquiao willing to do but Mayweather still said no, even though 18 days 14 days makes no difference at all,
The latest Mayweather or any of his blood tested opponents have been blood tested was 9 days before the fight.
From June of 2010, the testing procedure has not been the issue, Pacquiao and the Mayweather camp had an agreement on it.
But since then, Mayweather has come out of a whole host of excuses why not to fight Pacquiao.
But the real reason, the only reason why he has not fought Pacquiao, is FEAR, fear of losing and taking a beaten.

Issues on testing were done with from June 2010, Mayweather just got a load more excuse though.
Pacquiao has come out and said that Floyd is avoided him.
Floyd has said Pacquiao is desperate for the fight and because of that he wants 60/40 split now.
Floyd always tries to find away to put a road block up, because he doesn't want the fight.
After jail, he said he lost interest in boxing and he may never fight again, but once Pacquiao got a dance partner he put himself out there again.
Shameful ducking.

Didn't happen because Mayweather didn't want it.
When Pac said to Floyd lets make it happen earlier this year, Floyd said I might never box again and wanted to spend time with his family.
