Who is the better player and who will be the best in say 5 years time.
Mata has better finishing, passing, he is more creative, more influential and i think has a better first touch and better off the ball.
Hazard is a better dribbler, has more pace, better technique, better agility and is better at going past players, also much better at penalties than Mata (although Mata has got a good free kick in him)
Overall i would say Mata is better now but Hazard's potential can lead him to being one of the world's best wingers, and i think could become better than Mata.

Possiably the only positive of avb era was the purchase of mata he was great last year this year he has excelled his own high standards. Hazard is new to the team and league and has already been very effective i expect great things next year from him and oscar. I have named these three the Holy Trinity Mata is the Father Oscar is the Son and Hazard is the Holy Spirit.

Hazard does not have better technique than Mata. Overall Mata is the superior player,by a comfortable margin.
I'd even have Oscar over Hazard.
But they're all class players. I think Hazard will have a better season, next season.
