Can we possibly build a team like Dortmund?

I was so envious at Dortmund playing City off the park at home and away. Few seasons back they were in debts and declared bankrupt. Now, they are champions of Bundesliga. They might not be a best team in Europe but they are one of the best and graced with players like Gotze, Reus and Lewandowski.

After their financial difficulties they decided to built a strong youth system and that was the only rational way forward to achieve success . Their first team cost around 48mill and Reus alone cost them around 15mil. If you think most of their first team came from their academy then you are wrong. Only Gotze and Schmelzer came from youth setup. So, my question is why can't we follow their structure and build a team like Dortmund?
