The Government are presently looking at legislation to make Football Clubs more connected to their local communities and prevent owners from effectively destroying the clubs through financial mismanagement (Leeds, Portsmouth, etc.)
The Proposition (well mine anyway) –
Each club will appoint a non-executive director (Fan Representative) to sit on the board and contribute, advise and report to the wider fan base, on all matters relating to the club.
This Fan Representative will be elected by season ticket holders. Each ST holder will be given a voting share commensurate with their loyalty points.

Your suggestion is ridiculous. Fans shouldn't know all the goings on at the club, the media would have a field day.
