if united sold cheap tickets for cup games like city do (fair play) then I would guarantee a sell out tonight.

without doubt. But its Reading. And its Monday.
The song goes "you only came to see United" and that has always been true for United fans at OT in the past. But in recent seasons Fergie has given up trying to entertain in these type of games and opts for grinding out a result with minimum effort.
Seems that fans and players alike can only get up for the big games these days.

United haven't claimed that figure. Kantar have. It's their job to seek sponsorship. No surprise they're going to bump up the numbers but nobody believes it.
Except, perhaps, the dumb potential sponsors. And that's their problem, not ours.
