Wengers project to develop youth seems to be somewhat flawed if this is what we have got to look forward to.

The "project" to develop youth was mainly a neccessity to cope with the financial burden of the stadium. It has worked to an extent, and the first team squad has a large presence of players who have come through the club.
At this level it is also not all about results, it is more about individuals. Gnabry, Akpom and Bellerin have shown they have bags of quality. Hayden, Toral and Olsson have shown enough to think they have the foundations to build on.
"Project Youth" out? No chance. It is just your perception of what "project youth" was/is that is misguided.
