Until City win the league they can't be considered to have caught up or be better. Liverpool won the CL in 2005. Look what happened since?
If City win a league title they may well then go on to dominate. But until they do, they will be considered as much of a threat as Arsenal or Liverpool are.

Even then that's no guarantee. After winning the league in 2005 everybody said that Chelsea would dominate English football and conquer Europe for the foreseeable future. Yet in the intervening six years United have gone onto have one of, if not the, most successful periods in their history.

Exactly my point. It's all circumstantial. But until they actually win a title, they can't even contemplate it. Even if they do, they still have another 18 years of consecutive wins until they are considered to have caught up (with some European, FA Cup and League Cup wins chucked in there too).
But by that time, I guarantee these new plastic Citeh fans will be supporting another team who took the glory instead!
