I don't think it's a massive leap of imagination to suggest they were Rangers fans looking spread the blame. Otherwise they were just randoms who know nothing about football, in which case they shouldn't be working for FOCUS.

I was involved in a case with FOCUS officers involving Dundee United and Dunfermline. It is amazing on the one hand the resources they have and money that is being thrown at them when contrasted with the incompetent idiots they employ.
Also police officers of all persuasions always make things up in court

I like when you're giving a statement and the police basically just tell you what to say so that they can get a conviction on the guy they've arrested.
"What did he look like?"
"umm...."
"short dark hair, about 6ft, blue top and blue trousers, slight scar over his right eye?"
"umm...aye ok"
"great, that's exactly who we've just arrested."
