I say it right now at least 50-75% of the best athletes in the world in all sports are on something.

Right, so? There's a difference here between what was wrong in the eyes of the country's law and what was wrong in the eyes of others. Imagine having your phone tapped because they thought you were a terrorist, and they found out you were cheating on your girlfriend. You're cleared of the first suspicion, yet the judge decides that although it's not a criminal offence, it's morally wrong to cheat on your GF and decides to hand the tapes over to her so she can shame you in front of your entire social circle - friends, families, employers, etc. Why should the judge go into that, it's not really his business, is it?
At the time, persecuting dopers was the business of the sporting body, not a crown court. But a sporting body cannot order a police raid, you need a court order, and a court order would never have been issued for that purpose. In Operación Puerto, a judge issued the order because there was reason to believe a criminal offence was being committed.
I'm not saying I like the idea of dopers getting away, what I do think is correct is to protect people's rights. I like to think laws also protect the innocent, and no matter how guilty the sportspeople involved might have been in sporting terms, from a legal standpoint -in Spain at any rate - they were as innocent as you or me.

I don't agree with that, anyone taking PED's at that time would have been named and banned by the sport even if it wasn't a crime. The people don't need criminal charges against them but they can be named. They cheated and doped to win and screwed over other (actual) other innocent people, they are not the ones that deserve to be protected imo. They could do a lot towards anti doping with the evidence, it's also in the public interests to know about them because they've conned us as well, if they destroy the evidence it would be a joke.
