Out of last season's squad, we still have the following 12 non-homegrown players. Arteta, Cazorla, Chamakh, Gervinho, Giroud, Kos, Mert, Pod, Rosicky, Sagna, Verm and Nacho.
My understanding is that you can't have more than 13. If you cant make 8 homegrown players, you have to submit a smaller squad.
This would mean that we would have to ship out at least 3 -4 of this list so as to bring in established squad members. More still, since Wilshere, Jenks and Frimpong have since clocked 21 years of age.

We have currently 8 home grown players in squad:
Szczesny
Jenkinson
Gibbs
Frimpong
Ramsey
Wilshire
Walcott
Ox-Chamberlain
Home Grown does not mean just British born. You can include foreign born nationals who have lived 3 years+ in this country as U21. Technically Bendtner
would be also qualified as home grown albeit unlikely
to be registered in squad.

Wilshere and Ox don't count. Nor does Jenkinson. Or Frimpong.
So we have 4 HG players in the squad, meaning a max squad of 21 can be named.
