Despite the widely held view that Wenger £70m+ to spend, I am starting to wonder if this is actually true.
He has said in the past that "if I really had all that money available, do you really think I wouldn't spend it?"
If he actually did have the money, I really don't see why he wouldn't be spending it. I don't doubt he has some funds available, just not the amount reported.
I think there is far more happening behind the scenes than people give credit for, and I think his apology to the fans yesterday was quite telling, something is going on at the club that is beyond his control. Undoubtedly he is stubborn at times, but he's not an idiot and I'm sure he knows the team needs strengthening.
One thing is for sure, I will be the first person down the bookshop to pick up his biography if he ever pens one.
'Money to spend'

People blaming Wenger for not spending are deluded. There have been so many hints that the board control the finances. For example in the Suarez case, Henry clearly states that he told Ivan that Suarez would not be sold. He didnt communicate with Wenger. Its almost certain all Wenger does it say yes and no to targets

Agree with godfather. Ivan and law are the real Muppet negotiators. Do u really think Wenger faxes offers for players?
Yes he is to blame as well but the chuckle brothers are more to blame.

Not sure if we really have 70 millions to spend, but our Suarez bids were true, correct? So that means we have at least 40-50 to buy players.
For the whole transfer period, only Suarez is worth money to buy and only Suarez can improve the team? Not Jovetic, not Jesus Navas, not Higuain, not Gustavo? Can Sanogo improve the team very much or because he is free??
Face the fact. Even if we have 100 millions, Wenger still reluctant to spend.

It seems that Gazidis and Law do their negotiating, but their instructions come from Wenger who will probably say that the maximum he will buy for a player is 20-30% below their market price and/or the price that the selling club wants. Once we hit our valuation and the selling club still rejects our offer, Wenger will not go higher and we move to the next target. That's my theory.
