Going into the last race of the season, we're in a somewhat farcical situation where it may be Hulkenberg, Di Resta or Perez's last race, whilst far worse drivers like Maldonado, Chilton & GutiƩrrez look set to continue.
So who do you think in the history of F1 just never got a fair shot?
Just over the last couple of years, I'd say Jaime Alguersuari was very harshly dropped from Torro Rosso. Youngest F1 driver ever & was pretty impressive in his final season, really though he'd be the one to replace Webber.
Bruno Senna too was unfortunate to be dropped in favour of Maldonado & Kobayashi would surely be doing a better job than GutiƩrrez.
Dropped Before Their Time

Hulkenberg isn't going anywhere, he will be at Lotus if Quantum complete the takeover (that was apparently certain to be completed this last week) or at Force India.
Di Resta has had his shot, tied 1-1 with Sutil (who I notice you left out) and got smashed by the Hulk.
Perez got screwed by McLaren's late decision but I expect Gutierrez will be dropped for him.

In recent years, Kobayashi, Alguesuari, Kovalainen, Heidfeld and Webber.
Perez has been taken for a ride by McLaren too. In his first season he's been steady, what were they expecting?

very interesting topic hobo ,
the one driver for me that left F1 far to soon was j j lehto , had talent and speed in abundance and would have gone on too great things had he be given the chance , suffered a neck injury in 94 and his f1 career just dwindled away to nothing after that -
very hard to say how good chilton is as his car is so poor , maldonado for me is worthy of another chance in a top car , must admit i like his aggression and he is alot quicker than he is given credit for -
i was never a fan of bruno senna , but for his name i dont think he would of ever had a drive in f1 , unfortunately he stopped his racing development when his uncle died which has hurt his career ,
----- not quite sure about kobayashi , he could look half decent one race and then drive like a pram handle the next , in all fairness he probably deserves another chance --
