Not quite a proper comparison as Spurs cannot offer champions league football so cannot get that quality of player. Man City did not win the Premiership until they got in it and could buy players such as Aguero.

Spurs only offer 70K weekly top wack.

Probably really doesn't help when the only way you can fund all this spending is to keep selling off your best players, which isn't exactly how it worked at Chelsea...
