What you overlook JA is that not all players will make the grade at Chelsea and believe it or not some are signed up with a view to making a profit or break even even if they are not up to the standard required by Chelsea. It's a common practice. Man U have done this for years. Spurs to. Heck I'd say most clubs do it. Eventually but not often a gem will come through. That's the way it is I'm afraid
