Would signing Mata mean the end for Kagawa with him leaving in the summer?
I think having another creative player like Mata in the team might help Kagawa play better by having somebody else on his wavelength.. i think he could excel in a team such as:

Its just unlikely he would get the chance to play in that team with Valencia or Young being favored on the wings.

Really depends on if Rooney stays, I think.
Would be nice to pick from RVP, Rooney, Welbz, Chico, Mata, Kagawa, Januzaj, Nani*, Young*, Valencia* and Lingard.... Next season.
Wouldn't cry too hard if one of those left though.

I think he'll leave. His game time for the rest of this season is going to be very, very limited now.
