Chelsea were probably offering more in wages than we were going to offer.
Not actually bothered about not getting him. He reminded me of Pennant. He was hyped up a little bit because we were interested.

Liverpool cant really compete with the wages and champions league football. For a foreign player, there is no contest really. I'm not saying it is good, but it is reality.
Liverpool wont win a head to head transfer battle with many of the champions league clubs, and they probably know this, hence the better players they have bought of late have been the ones who havent quite made it at other big clubs but still have huge potential and looking for a break (Coutinho, Sturridge, Sakho). they have become a sort of errant star rehabilitation centre.
the players they have bought from lower down have not worked out so well (Allen, Aspas etc).
to that end, I would think a good player Liverpool could get, who would add quality could be someone like Shaqiri (LB/LW).

I'm a great fan of Sterling and he would very likely have played less if we had signed Salah, so I'm not too disappointed there.
We need defensive cover for Lucas far more.

It's highly likely we had a budget in place for Salah along with other targets, however other targets must be taking priority as we didnt get into a bidding war with Chelsea.
