That requires Spurs to be in 4th place. And we've done that one.
Perhaps something like Spurs get 4th, Man Utd finish as runners-up. UEFA punish Spurs for alleged "irregularities" , and replace Spurs in the CL.

If Liverpool finish 4th and United win the CL, there will no doubt special dispensation or a rule change to accommodate them

Like the Poool, their financial situation is such that a couple of seasons out is not going to really hurt them. Clubs like Spurs and Everton OTOH can bulk up on a couple of seasons of easy CL money.
