Broner is stupid enough to go for this fight. He wanted it definitely imo but Goldenboy and his mgmt weren't confident he would win the fight plus Broner and/or his mgmt wanted to fight at a lower weight. A Mere Con wants to stay at 147.

Floyd said they'd be fighting on his undercard.

Broner is moving down to 140 and Khan is moving up to 147. But the fight could've still been made at a catchweight like Floyd suggested. That would've eased both fighters into their new divisions.
