It's mainly the decline of Man Utd has given both teams a shot in the arm of confidence that they can challenge because there was a guaranteed place up for grabs, plus Spurs travails obviously.
Man C, Chelsea and (just) Arsenal are all a little bit better as well.
Both clubs have managers whose first thought is themselves and how they can win, not how can they stop the opposition. That hasn't been the case since the 80's.
