Arsenal have the most impressive record in the country and are top 3 in Europe when it comes to developing young talent. I'd probably have Dortmund & Barca as the other 2, Southampton are notable but the lack of opportunity they get to develop these players themselves rules them out.
Wenger has slightly ditched his reliance on youngsters but always has his eye out for a gem, in the current squad we have a few. Here's the levels I think our young players can reach with the right development (which could depend on managerial changes).
Ox - World Class - Sky's The Limit for him
Ramsey - World Class - "............................"
Wilshere - World Class - " ............................. "
Shezza - World Class - " ...................................."
Gnabry - Top Class - Lavezzi level
Joel Campbell - Top Class - Pedro level... could go all Bale on us and suddenly become world class out of nothing
Sanogo - Very Good - Adebayor level... he'll be Unplayable on his day useless on others
Akpom - Very good - Sturridge level..... Goal machine with the swagger and arrogance to succeed.
Jenkinson - Solid - Neville level... will be the best English RB since Gary that's for sure having had Walker & Johnson drop the standard in recent years
Miquel - Very Good - Pique level... he's good on the ball, defending isn't the worse but will suit our style, strong in the air too. If Mert takes him under his wing he can end up being top class
Wellington Silva - World Class - Amazing skills
Gibbs - World Class - Cole level (if stays fit)
Miyachi - Good - Navas level
Zelalem - World Class - Fabregas level
Martinez - Decent - Mannone level
Afobe - Decent - Hernandez level.... doesn't offer much else but knows where the goal is
Bellerin - Top class - A right sided Jordi Alba
This is their potential not all may reach those levels some may even exceed my predictions we have a strong group though.
If we get Lascalles this summer he'll be added to the world class list as a Rio Ferdinand (in his prime). If Lansbury comes back then he can be very good like a Marchisio level. If Draxler comes he'll be world class too.
---------------------------------Shezza-----
-Jenks/Bellerin---Lascalles---Miquel--Gibbs
-----------------Ramsey-----Zelalem----Wilshere----
---Ox-------------------------------------------------------W. Silva
------------------------------Draxler--------------
Subs: Martinez, Jenks/Bellerin, N/A, Lansbury, Campbell, Gnabry, Sanogo/Akpom.
Pogba could eventually decide to make his dream a reality and join and would take Zelalem's place if so, another world class potential player, Yaya level

Walcott, but AW chose to stick a young, natural striker................... on the wing for years!
The mind boggles

Thank goodness for Arsenal and their world class potential!
Out of interest could you name a few world class players you have actually developed in the past
