They were selling their best players every year - Aguero, Falcao and likely soon to be Costa - and still competing with the best - because CHANGED THE MENTALITY OF THE SQUAD.
Simeone is about winning - he's about fighting. His team is an embodiment of his persona and its great to watch.
If Spurs get their next appointment SPOT ON and give them TIME then things could be looking up.

I have noticed that coaches who bring clubs up quickly often fall back down just as quickly so caution must be taken with Simeone and the praise.

Maybe true. But Simeone will win the Spanish league and perhaps the CL in only his 2nd year at Atletico? That is some rise.

It's better to build up slowly as the op states....TIME. Ferguson took five years to win something, Atletico could just be a flash in the proverbial pan.
