Fifa has confirmed Uruguay have appealled against Luis Suárez’s ban for biting Giorgio Chiellini but the world governing body appeared to contradict its earlier ruling by stating the striker would not be barred from training during his suspension.
Suárez was banned from “all football activity" after the incident in Uruguay’s World Cup match against Italy, and this was assumed to include training when he returns to Liverpool.
However Claudio Sulser, the head of Fifa’s disciplinary committee, appeared to clear Suárez to take part in pre-season training. “No you can’t limit those rights to the player, because it would be disproportionate," he said.
Sulser said Uruguay have launched an appeal against the ban, which also rules Suárez out of their next eight internationals.
“This is still an ongoing case and an appeal has been filed, so I prefer not to give my opinion," he said.
“When the committee was analysing this case, one thing I mentioned in my capacity as the chairman is we don’t need to impose an exemplary sanction, we need to have justice and reach the sanction in a very severe case."

Why not? FIFA don't seem to be the least bit concerned about what goes on right under their noses. And it certainly did. How many FIFA reps do you think witnessed that act? Wouldn't be surprised if Sepp Blatter himself was front and centre at the game and witnessed the whole thing.
But why should FIFA bother? As long as fans continue to roll up in their millions to watch the most popular sport on the planet, sponsors fight like cat and dog among themselves to get a contract with the ruling body and the world's most affluent nation is taking to the game like never before......why should Blatter and his cronies be concerned about the cheating, simulation and over-the-top aggression that has spread to all corners of the game?
As anyone who is anyone in football nowadays will tell you..."oh, well it's all part of the game now".....why should anyone be surprised or upset at anything that occurs on or off the field anymore?

Is changed because he apologised.
When he was first sentenced one of the reasons was his lack of contrition.
Now he has shown some (however feeble), FIFA will change it.
It's not directly because he is signing for Barca, though we all know the only reason he apologised is in order to sign for Barca.

As Urugay are the only ones who can appeal, it's clear Barca have thrown a few million at them to start an appeal process. It didn't look like they were going to bother a few days ago.

As the offence was committed while playing foe his country, Liverpool/Barca are unable to contest ruling.
