Top tier, you really think that? Not a wum, genuine question. I know he's not shown his best but just another overhyped Englishman, pretty sure he'd have been sold from the Arsenal equivalent on the continent.

In his first full season Wilshere was excellent. Not just "excellent for a kid" but excellent. He wasn't catching the eye with many goals or assists but he was consistently our best player in a team that often wasnt playing too well. The reason we had high hopes is because his performances warranted it.
His injuries and slightly frustrating from last season have brought him down a lot unfortunately, and he has work to do. However I think he is currently underrated for 2 reasons: firstly, as hinted by your post, every English fan has seen too many overhyped youngsters so refuse to recognise a genuine talent because they've had their fingers burnt too many times; and secondly he is not a particularly likeable guy and gets up rival fans' noses quite a bit.
He is a talented player capable of great things but not the brightest (on and off the pitch). He has a lot of catching up to do.

People wrote of Ramsey after his injury and are doing the same now with Wilshere who was out for even longer. Hes getting back to his best but not there yet, when he does we could have an awesome midfield.

Who knows. Looked so good for us before his injury woes. Needs a good season, needs to keep fit and not spend 60 minutes a game rolling around on the floor.
