Here's how Sounders GM and part owner Adrian Hanauer explained it: "He'll become a Tottenham player at some other point. He was never registered with Tottenham and loaned back to Seattle."
The article also goes on to say he won't be able to pay enough games for the USA to earn a work permit next year
That leaves us either waiting till the 2016/17 season, or getting him a dodgy Latvian passport.. I won't be holding my breath on this one.

It's all a bit confusing Don. We've paid the money so they've obviously signed something to agree the deal, but he can't join us yet.

If we don't own him like they say how could we then loan him out in the winter months like they also say?

He does belong to us but can't get a work permit so needs to be loaned about etc till he can, not hard really to work out.

Sound like a dumb asss yank running his gob. I was looking for the sentence that said we bailed spurs out just like in WW2.
