I'd argue that we probably have.
When you look at our Trophies under Roman.
3 Premierships
1 Champions League
1 UEFA Cup/Europa League
4 FA Cups
2 League Cups.
It is quite an impressive haul. So perhaps I'm weird, but I'd argue that it could've and probably should've been more.
Overbo incident aside, i'd argue we should have reached probably 2 other Champions League finals.
And I think we should have won the league the season Steve Clarke, JT and Drogba were in charge. (Sorry I can't bring myself to say Avram was our Manager) Even allowing for a Ronaldo inspired United, Had we resolved the issues with Jose and Roman quicker, i don't think the slower start we made that season would've happened and the Wigan/Tottenham draws would not have stopped us.
Has Roman's Chelsea under achieved?

The crucial thing now in FFP era is we keep evolving the team and not stand still, we MUSNT get in the position were we need yo heavily rebuild again.
We will have enough to get 1 or 2 top class players in every summer, we must do that and keep on improving.Replacing players in advance is vital aswell.
United have a big financial advantage, but hopefully they will go down the Galactico route meaning well balanced teams will beat them more often than not.

Gazza yes but not to the extent we had too after stagnating in 2010.
If we didn't luck out with Munich and Jose returning we would still be suffering now, even Jose himself needed a season to sort out our squad.

Most clubs need to refresh a bit at some point, what happened to us in 10/11 takes the phrase stagnation toa new level, most off our midfield and attack completely lost it all at the same time.

We were defending champions in 2011 and ended up second behind MU at the end of season.
How did we pull it off with all that massive stagnation you claim?

Underachieved? Possibly but I can't wait till we start punching our weight, cos if this has all been the warm up act that is going to be awesome to experience.
I know it's all relative but compared to the bad old days of unfortunate luck and unfortunate decision-making the last decade really has been enjoyable.

A resounding no, and I think Man City rests the case. In the time it's taken them to qualify for the last 16 of the Champions League we'd already reached one final and 4 semis. They still haven't won back to back league titles or consecutive domestic cups. If we've underachieved since our inheritance if you will, I have no idea how you'd ever begin to quantify their failure.
The real debate should be whether we've in fact overachieved. I'd say no personally but wouldn't call someone crazy if they believed that.
