This is a load of crap from FIFA again. They know that there is little evidence available.
There maybe some minor action hat could be attributed but not to the organisation at large. Thereby the investigation will be concluded, one or two officials get prosecuted (maybe) after which blatter will say that they have been investigated and cleared of any impropriety.
They're scared to publish the report.
