Watching the Arsenal game and at the end a Manchester United player gets booked for time wasting at a throw in. The referee looks at his watch to indicate he has noted the time that is being wasted. 80 seconds later the throw in is finally taken. The referee adds 54 seconds on to the end of the game.
My point is that the referee cannot even get it right for one incident. No wonder teams waste time when winning.

So you weren't happy with the extra 9 mins injury time then?....

Heard Gabriele Marcotti suggest before that we should have two 30 minute halves with the clock stopping every time play stops. Not sure that's the answer but it's an interesting suggestion.
Generally I think the bigger issue with timewasting is that it breaks up a teams momentum, and adding on time doesn't mitigate that.

Time wasting is an art/talent when your team is winning

I think you may have missed the point. I am always glad to see Arsenal lose. I just don't like players cheating and getting an advantage from it.

All part of the game
Same in any sport, even boxers grab each other to get their breath / run time down.
It'll never change
