Safety Car procedure 2015

Reading the new regulations for lapped cars under safety car control, to me it is potentially more dangerous.

Safety Car: lapped cars
Once the last lapped car has passed the leader the safety car will return to the pits at the end of the following lap, the race director will no longer have to wait for all the lapped cars to reach the back of the pack behind the safety car.

Worst case scenario being the last lapped car gets past SC just before the start finish line. They have one lap to get as far away as possible, with cold tyres, cold brakes and possibly still under VSC (not sure if they would use SC & VSC at the same time). How far do you think they would get?

Surely the best way to deal with lapped cars under the SC, is to keep them exactly where they were. Why let them unlap themselves anyway? I never did understand that concept. It just holds up the race.

In fact that raises another question, if the SC is out surely the point of the VSC is to ensure the drivers reduce speed enough. Or is the VSC an alternative to the SC.
I'm guessing they will be used at the same time, so if a lapped car is released from behind the SC, surely he won't be able to get round to the back of the pack anyway as his speed is restricted by the VSC!

must admit if you have it correct it makes no sense -

over the yrs i have slowly be coming to the conclusion that charlie whiting and his cronies at times border on the incompetent and certain stances they have recently taken only reinforce my opinion -

effectively blaming bianchi for his own accident and introducing the idea of standing starts after a safety car for next year ( which may have been changed back ) and the above idea makes me think that charlie whiting needs to reconsider his position --

If I have what correct? The sectioned off bit of OP was copied straight from the F1 website. The bit about using SC & VSC at the same time is a general question.
When JB had his accident it was under yellows. So maybe VSC is only for use in those situations.
Even so how big a gap would a lapped car be able to make in a lap?
