Tiitty is right, though.

From the perspective of both clubs it's worse for Liverpool.

Firstly Liverpool were in a better position than Spurs in the transfer market as they are richer, a bigger club and in the CL.

Secondly their fall from the standards they were at last season is far bigger than the fall that Spurs experienced.
