You may recall the club in conjunction with the council had commissioned a study to see if it was even possible for the capacity of SB to be increased.
Whilst the study report hasn't been released yet it would appear that the club has now signed an agreement with a major firm of architects (Bayern stadium. China Olympic Stadium) to come up with designs.
Seems a strange thing to do if you don't see the report being positive to allow the expansion.

Why anybody would employ the people who designed that bird nest stadium is beyond me.
