That is true, no binding pre contract agreement can be signed between prem clubs.

There may have been a meeting between Reid and Spurs and he may have indicated he wishes to sign, but he is still free to change his mind and decide he prefers Arsenal, Liverpool, moving abroad or even to stay at the Hammers.

Part of my thinks this is a move by him/his agent to see how high he can push wage offers from all interested parties.
