Jose moans a lot more than Wenger. That's the only garbage part of his comment. The rest though is true. He has clear disdain at the security of Wenger's job for achieving a bare minimum while other managers face so much pressure.

Arsene Wenger is unsackable.
Not that he deserves to be sacked, but just that Arsenal would never sack him.
If he leaves then it will be through his own retirement irrespective of what he does or does not achieve.
