"Legend" is a term that gets thrown around way too loosely. A legend has mostly done great things for a club, Wenger most certainly has but has done more bad than good at Arsenal as far as football is concerned.
Achieving the bare minimum isn't greatness something he's done since 2006. Top 4 every year from 06-13 was fairly acceptable for the first 4 of those years but then we found ourselves with 3 world class players in the side (Cesc, RVP, Nasri/Arshavin/Hleb).
Yet even then we still were fending off Spurs/Everton/Villa for 4th, that is no achievement at all and Wenger has exaggerated that period to protect his legacy, it was a basic achievement and is about as good as Pulis' at Stoke keeping them in the league for as long as he did, impressive consistency initially but nothing special a few years on, just the bare minimum. They moved on funnily enough.
Wenger has been a disaster since the Emirates move the best memories the stadium has is what... Barca win where we still got knocked out in the same tie, Welbeck's header vs Leicester which didn't derail them at all, Henry's return vs Leeds....
Emirates has no truly great memories attached and although it was absolutely the right move to make, Wenger wasn't the right man to oversee the duration of our stay. He should've gone in 2011 that young side he built to dominate English football at the new stadium flopped and ended in tears.
A legend can't have done more worst than good so does he even warrant such a status? I'm unsure.
Name the stadium after him of course as this glorified feat seems to have been the only useful thing he's done post 05, maybe give him a statue since we gift those out anyway but that's about all he deserves tbh. Tragic ending to his tenure

I think AW did really well overall during the stadium move years (imo 2007-2012), no doubt he made some mistakes and wasted a lot of money in a pointless socialist wage structure but genuinely think very few managers could have kept us in the top 4 despite having to consistently sell our best players.
Yeah we done nothing in the champions league but had we fallen out of it the consequences could have been dire, more players sold to make up the cash shortfall, dipping into the cash reserves which probably meant no Ozil and so on.
So for that I think he should be remembered as a success up to the 12/13 season but because he's dragged out his reign for so long despite not showing any signs of getting closer to the league fans won't remember it that way.

He did a great job for the first 4-5 years when we moved to the emirates. Selling our best players every season but we arent doing that anymore as the debt is down and we are still making the same mistakes every season.
He lost me around 2-3 years ago when he didnt buy a CB and DM and you know what he stil still hasnt.
