There was a reorganisation in 1974 where a number of towns were removed from the shame of being considered part of West Bromwich and a new borough was formed called Sandwell which is governed from Oldbury and West Bromwich is one of 6 districts in that area. The population of Sandwell is over 300,000 which makes Albion one of the worst supported teams in England

Of the six towns that comprise Sandwell (Oldbury, Rowley Regis, Smethwick, Tipton, Wednesbury and West Bromwich) three formed part of overall West Bromwich in 1966 - West Bromwich itself (2011 census population: 75,405) Wednesbury (37,817) and most of Tipton (38,777). Oldbury, Rowley Regis and Smethwick have never been part of West Bromwich. So the total population of 151,999 provides 24,631 Albion supporters, 16.2%. Wolves' average gate of 20,157 is drawn from a population of 249,470 (2011 census), or 8.1%, exactly half what Albion gets.
To get 16.2%, Wolves would have to average gates of 40,414. Only three seasons have they managed to attract 16.2% of their population - 1950, 1949 and 1947.
