*** Wrong. He is a refugee until he reaches any country which can be classified as a safe haven where he can claim asylum. ***

An economic migrant is someone who has settled (or been born) in a country and decides to move to another to improve his standard of living.
*** Wrong again (partially). Any refugee who chooses not to claim asylum in the first safe haven becomes a migrant the moment he leaves that safe haven UNLESS he is granted refugee status in his destination country. If they do not qualify for refugee status when they start their journey then they are an economic migrant. ***
