I don't think it would matter if Liverpool had a relegation battle for the next decade and Spurs finished top 4, the bookies would still have them at lower odds than Spurs.
It's partly down to the amount of Liverpool fans who lump their benefits on themselves to win it.

Tottenham's interest in Crystal Palace midfielder Wilfried Zaha is over, according to Sky sources.
We understand that Tottenham did NOT place a second bid for £18m as has been widely reported.

Spurs have about 15 players and can't rest them all in the CL.
No title challenge for them this season.
Liverpool probably won't challenge either, but with more depth and 15 less games than last season, are a more realistic option, hence a worse price.

Fair enough. I would have thought 18/1 Liverpool. 22/1 for Spurs: the young guns ready to set the Prem alight for the next decade, seems long odds
