Taking into consideration his age as well, for me it'd be Harry Kane. Only doubt i have about him is his ability to perform under serious pressure/big occasion.
But i think last summer he did look physically "Friar Tucked".

If money and availability are not object, I look no further than Paul Pogba, didn't even need to think about it.
Pogba & Kante in the middle of the park in a 3-4-3 is practically impossible to improve on. Between them that would be us recapturing the magic of Makelele-Essien-Lampard.

Nah, you need his physicality in the middle of the park. Pogba as a roaming playmaker, Kante doing the box-to-box shift shadowing him in attack, always offering another pass option. It might be putting a lot of responsibility on two players, but they've both got the energy to do it for 90 minutes. Don't see many problems.
I would be tempted to address the lack of depth at wing back, but when you have the option to get any central position pretty much playing at optimum efficiency like that you couldn't turn it down.
